Application Dates

Application Dates : 07 January 2019- 15 March 2019




On condition that they are in the final year of high school or they have graduated;

1.  Foreign nationals

2.  Those holding Turkish citizenship by birth but have permission from the Ministry of Interior for the waiver of Turkish citizenship and their children under legal age who are listed in the citizenship waiver certificate but hold a permit document ensuring that they hold the right to benefit from the rights accorded to Turkish citizen in accordance with Turkish Citizenship Law.

3.  Those holding citizenship of other nations and have gained the citizenship of the Republic of Turkey those who hold dual-citizenship.

4.  a) Those who have attended a secondary school in abroad before the date of February 1, 2013, those who hold citizenship of the Republic of Turkey and have completed the last three years of their secondary education in abroad except Turkish Republic of Northern Cyprus-TRNC (including those who have completed their whole secondary education in a Turkish institution established abroad by the Turkish Ministry of Education, with the exception of those in TRNC),

b) Those who have started their secondary education in abroad after the date of February 1, 2013 and have completed their whole high school education in abroad except TRNC (including those who have completed their whole secondary education in a Turkish institution established abroad by the Turkish Ministry of Education, except TRNC),

5.  Those who hold the TRNC citizenship, reside in TRNC and completed their whole secondary education in a GCE AL  (The General Certificate of Education-Advanced Level) system, as well as those who have registered and completed their whole secondary education in a GCE AL system in abroad between 2005-2010,

can apply for undergraduate programs at Istanbul University-Cerrahpaşa.






1.  Turkish nationals, who completed their entire secondary education in Turkey or in Turkish Republic of Northern Cyprus (TRNC),

2.  Turkish Republic of Northern Cyprus nationals (except for those who have completed their whole secondary education in a GCE AL system in TRNC, and those who registered and completed or will finish their whole secondary education in a GCE AL system in abroad between 2005-2010),

3.  Dual citizens who has a Turkish citizenship by birth as stated in Article (a) above (excluding those who meet the conditions under the Article (a) at item (4)),

4.  Dual citizens, one of which is from the TRNC (except for those who have completed their whole secondary education in a GCE AL system in TRNC, and those who registered and completed or will finish their whole secondary education in a GCE AL system in abroad between 2005-2010),

5.  Turkish nationals or dual citizens, first of which is from the Republic of Turkey by birth, as stated in the article a(2) above, and who completed their whole secondary education in institutions situated in the embassy or in other foreign institutions in Turkey,

can not apply for undergraduate programs at Istanbul University-Cerrahpaşa.

Applications are made online on http://yos.istanbul.edu.tr, official web page.

Applicants should have an accessible e-mail address for registration.

At the preliminary application stage, the Candidate Application Form is first completed and submitted. Once the form has been submitted, the Candidate ID and Password will be provided to applicant e-mail to access the Candidate Entry panel where the registration process is followed. After this stage the Final Application process starts.

When the preliminary application procedures are completed, applicants enter the Candidate System at http://yos.istanbul.edu.tr/ to start the Final Application procedure.

At this stage, applicants need to select the center where they want to take the exam.

Passport loading and payment transactions are carried out at this stage. Payments can be made by transfer, Paypal or Credit card. Applicants must also upload the payment receipt to the system for the payments made by transfer.

When payment is completed, the information screen will appear confirming that your examination application has been accepted.

Applicants will be received an e-mail to inform that application has been approved and how they can get the Exam Entrance Card from the system which is required during the exam.

The Exam Entrance Card contains the information about the candidate, exam location, exam date and exam time.

Applicants can monitor the progress of their exam application by logging into the My Account field in the Candidate System.

Applications received after the dead lines, will not be accepted.






Candidates who get at least 40 score in İÜYÖS exam can apply into maximum three programs which are given below.

The quotas that are indicated above are given as a preliminary information. The final quotas will be announced after the approval by the Council of Higher Education.

Program preference operations are made online by the candidates through the IÜYÖS homepage. The candidate:

-    Logins to the system with the candidate number and password.

-    Selects the desired program from the preference section.

-    Prefers three different programs.

-    Sees and confirms her/his three selections.





The selection of students for these degree programs shall be purely on merit.

Applications for quota will be assessed and selected on the basis of IÜYÖS score, preference order and number of candidates from same country who applied to a program.

Evaluation and placement of applicants who have minimum IÜYÖS exam results and who wants to attend the programs that requires specific ability exam Applications for will be assessed and selected on the basis of specific ability exam score, preference order and number of candidates from same country who applied to a programs.

The number of applicants who are eligible for registration in the same country should not exceed 20% of the total number of quotas in the program concerned.

In case of equality in placement of quotas, priority is given to the younger applicant.

Fulfillment of application requirements does not guarantee for the admission of the students in the program. Applicants who do not fulfill the application requirements are not taken into consideration.





Approval for the applications will be announced on the “announcement” page of the university web pages within about one month after the exam.

A Letter of Acceptance is sent to the candidates who are eligible to register to the university program.





Following documents are required for the registration at the university.

1.  The original copy of the High School Diploma or temporary graduation certificate and the Turkish translation approved by the Notary or Turkish Foreign Representatives,

2.  Original copy of the Equivalency Certificate of the High School Diploma received from Provincial Directorate of National Education (Republic of Turkey-Ministry of National Education)  or from Turkish Foreign Representatives,

3.  Document (transcript) shows the courses, grades and average grade point of the candidate in the high school. The official transcript should be approved by the High School Director and the Turkish translation approved by the Notary or Turkish Foreign Representatives,

4.  A translated copy of GCE AL exam scores by a Notary or Turkish Foreign Representatives of those who have a TRNC citizenship, reside in TRNC, have completed their whole secondary education in TRNC and hold GCE AL exam scores and those registered and completed their whole secondary education in other countries between 2005 and 2010,

5.  Print of IÜYÖS exam results,

6.  Turkish translation of the Passport pages which are showing the identity information of applicant, visa and the validity period approved by the Notary or Turkish Foreign Representatives,

7.  If the applicant has any copy of the internationally recognized Foreign Language Certificate and the Turkish Language Proficiency Certificate, these certificates need to be approved by a Notary or Turkish Foreign Representatives.

8.  Residence permit (this must be provided in 1 month after the registration to the registration office).

9.  Two coloured photographs (4.5x6.0 cm), must have been taken within the last 6 months, against a white background and biometric (must not be a selfie, unrecognizable, or black and white photos)

10.         Bank receipt of Tuition Fee

11.         Financial guarantee letter

12.         A copy of identity certificate from foreign nationals (with dual-citizenship) who were born on a foreign nationality and then gained a Turkish citizenship

NOTE: Providing false, invalid, incomplete and incorrect information and documents during the application and registration process will lead to the cancellation of admission.





Tuition fees are determined by the University Administrative Board within the minimum and maximum limits accepted each year by the Council of Ministers.

Students, who have adequate funding to continue their education in our country have to declare that they have a financial assurance by signing the “Financial Assurance Declaration”. The amount of financial assurance is determined by the University Administrative Board.

Education Language

The official training language at the Istanbul University-Cerrahpasa is Turkish.

The level of foreign language of student who will attend a program that have compulsory foreign language preparatory class or have a foreign education language is determined by the examination of the level of proficiency.

Compulsory foreign language proficiency level examination and preparatory class education are performed according to the Istanbul University-Cerrahpasa Foreign Language Education and Exam Directives.





The official training language at the Istanbul University-Cerrahpasa is Turkish.

Residency permit 

Foreign students who are newly enrolled in the Istanbul University-Cerrahpasa are required to make an application electronically (from www.goc.gov.tr) within the period of visa or visa exemption (visa exemption period is 10 days). Within 30 days from the date of application, the documents mentioned below should be completed and submitted to the International Student Office. Candidates who do not complete their documents within this time period, they have to submit their documents to the Provincial Directorate of Migration Management .

Requirements

1.       Online application for residence permit (e-ikamet online application form) (Downloaded from www.goc.gov.tr).

2.       A valid Passport and copy (copy of the pages containing identity information, entry date, valid date and visa if any) (the copies should be approved as “Original copy” taken from the Registrar’s Office)

3.       Four (4) biometric photos (4.5x6.0 cm), must have been taken within the last 6 months, against a white background and biometric (must not be a selfie, unrecognizable, or black and white photos)

4.       Valid Health insurance (Insurance period must cover the intended residence permit duration)

5.       Student certificate (up-to-date, signed / sealed)

6.       A document containing the address information (if you stay in the dormitory, a document with e-signature/signature and stamped/sealed taken from the dormitory management should be provided. If you stay with the rental agreement, Notary approved Rental Contract is needed)

7.       Bank receipt for the residence permit card fee

8.       Income statement (Declared in the Application Form. If the costs of the foreigner are covered by the public institution during the stated program, this should be documented in the application.)

9.       For the applicants younger than 18 ( By the date of application to e-ikamet)

1.       Letter of consent* (In case the mother and father of the foreigner are legally present in our country, this document will not be requested )

2.       Birth certificate* (If the mother and / or father cannot be identified from the identity / passport document of the foreign applicant, birth certificate is requested)

*These documents are not required from those who receive a student visa from our foreign representatives.

Foreign national identity number (ID)

Health Care Insurance

Foreign students enrolled in the Istanbul University-Cerrahpasa may have a general health insurance if they make a claim within three months of the first registration date by paying the general health insurance premium.

Health clinic

The students staying in the dormitory can benefit from the Medical Office of the University in the daytime, and the general hospital or other policlinics nearby at night. On the campus, there is a doctor and a nurse for the service of students.  Furthermore, counseling and psychological help is offered to provide mental, psychological and social development of students.

Smoking Policy

Smoking is forbidden on campus buildings including dormitory.

All the dormitories are equipped with necessary facilities and provide a very comfortable, secure, enjoyable, and hygienic environment to students to make their stay comfortable. The buildings have a geothermal heating system and 24 hours hot water. There are administrators, receptionists, and security staff in the dormitories for 24 hours. Also there are common study rooms, TV saloon, cafeteria and restaurant.

Super markets such as MMM Migros, Carefour, Sok, A101 and Bim are available on walking distance from the dormitories.

If any of these dormitories is not preferred, there are also furnished apartments in the district available with reasonable prices.

Application of Istanbul University-Cerrahpaşa Students to Dormitories

Istanbul University-Cerrahpasa students can apply to the Dormitory Office on the dates determined in accordance with the yearly academic calendar.

Admission and Settlement to the Dormitories

The information in the application forms of the students is scored according to the criteria determined by the Board of Directors and approved by the Rectorate. According to the results of the scoring, the list of students who are eligible for the accommodation is announced.

The students who live outside the borders of Istanbul Metropolitan Municipality are considered as priority. In case of vacancy in the dormitories, the applications made within Istanbul are evaluated according to residence address of the family by the Board of Directors.

Students, who have the right to accommodate in the dormitories, register the required documents and submit them to the Dormitory Management between the dates specified in the announced registration schedule. Those, who have not completed their documents within the due dates, will not be eligible for accommodation.

NOTE : The applications are evaluated and ranked according to the criteria set by the Executive Board of Istanbul University-Cerrahpaşa Dormitories and approved by the Rectorate. Placements are made at the rate of the dormitories through this ranking.

Transportation

Istanbul University-Cerrahpaşa has 9 campuses. You can see all campuses from university web pages from theCampuses section. All campuses are located in European side of Istanbul and students can use public transport (Buses, metrobuses, underground and Dolmuş) to reach each campus.

There are basically two ways to pay for the fare: either you get a token (jeton) from the sales booth or vending machines (jeton matik), or you use the Istanbul Card (Istanbul Kart), an electronic boarding pass. If you use a token you’ll pay 5 TL per ride, with an Istanbul Card you only pay 3 TL per ride, and get discounts for every transfer you make. Dolmuş or minibuses are easily available and charge only 2 TL from students of University. Children under the age of six travel free of charge. 
Public transport web pages of Istanbul Municipalities (https://www.iett.istanbul/en) can be used to learn the bus numbers and stations. Please find the bus number from the route planner in the web page according to your location.

There are car parking areas in each campus for student usage. Students, who want to use car park, should have a car permission sticker on their car. This sticker can be obtained from campus coordinator ship office.

Copies of documents (photocopy)

Students who need copies of any documents, can get this services from stationary shops around the campus. 

Each faculty and school have computer room in use for students.

Library

Library services are given online inside and outside of campus via internet account for users. Faculties/institutes/schools have their own library and students can get any documents from the library catalog and can use online library in the computer room.

Living cost

Istanbul is the biggest city of Turkey. There are a lot of opportunities for travelling and shopping. Living cost in Istanbul all depends on your lifestyle and preferences.

How to Get a Local Mobile Phone Number

It is suggested for exchange students to get a local mobile phone number since it is cheaper to communicate with a local line. The exchange students can get a local mobile phone number simply by applying with their passport to one of the branches of companies such as Turkcell, Vodafone or Turk Telekom.

Climate

Although Turkey is situated in a large Mediterranean geographical location where climatic conditions are quite temperate, diverse nature of the landscape, and the existence in particular of the mountains that run parallel to the coasts, result in significant differences in climatic conditions from one region to the other.  While the coastal areas enjoy milder climates, the inland Anatolian plateau experiences hot summers and cold winters with limited rainfall. The Aegean and Mediterranean coasts have cool, rainy winters and hot, moderately dry summers. During the summer period in İstanbul, the temperature is about 30-35 degrees Celsius.  Winter temperature is between 5-10 degrees Celsius.  It rarely snows, and the temperature is rarely under zero degree.

Ethical rules in the campus

Students have right to be treated equally and respectfully by the academic staff and University personnel.

All students have right to freely express their opinions unless they do not disturb and used insulting languages to the others. Violative actions one to another never be accepted including to stray animals.

Students and University staff are responsible to protect and keep clean the campus environment. It should to be avoided to make any pollution including noise that will make harm to habitat and its hosts.
